From here it is OBVIOUS he is intending to escalate the drama into violence. A few rogue police officers in Portland do this, because they do violence for entertainment, knowing that unlike civilized cities, Portland does not apply laws proscribing the excessive use of force by the Police.
Officers like Lewton routinely cause violence, especially against persons of color. The badge is a get of of jail free card for the Portland Police officers. The only time they don't use violent means: when the criminal they face is equally or more violent. Then they use a negotiator to keep themselves from getting hurt.
Maybe if all the officers had to work as an UNARMED negotiator for 1 year before being allowed to carry the toys, we'd get a better police force who is connected to the community rather than the paramilitary force Mark Kroeker perverted our police into becoming.
There are MANY good police officers in Portland. Officer Lewton during the time this picture was taken was not one of them.
